Fifth Five-Year Plan.
5th and 6th Five Year Plan of India |
This plan was from 1974 to 1979. The plan emphasized poverty alleviation and self-sufficiency. In this scheme, the eradication of poverty was given so much importance that the 20-point program for the eradication of poverty was established in 1975, in which development with stability was given the least importance. (Development with stability was the main objective of the Fourth Five-Year Plan)
The planning process got politicized. During this plan, the currency situation in the country was greatly increased, to control the government ordered the Reserve Bank of India to control inflation. Since then inflation has been controlled by the Reserve Bank. A prudent price pay policy was established under which an attempt was made to keep the wage earners out of the crisis caused by inflation.
This five-year plan saw many socioeconomic and regional disparities in the society, the government took several steps to overcome this. In this five-year plan, the policy of nationalization continued, a syndicate of criminals, politicians, bureaucracy was seen for the first time.
The duration of the plan was severely affected due to the harsh emergency. There was a lot of change in the government at the centre. The Bharatiya Janata Party government emerged victorious in 1977 with an overwhelming majority. At that time, the present government was well controlled, so the new government came. After this planning became difficult to run properly and especially when there was more than 1 year left to complete the plan period.
1. The Janata Party government had reduced the duration of this five-year plan, that is, this five-year plan was to end in 1978-79 but the Janata Party government ended it in 1977-78.
2. After the Five-Year Plan, the Janata Party government brought a sixth plan from 1978 to 1983 called the Rolling Plan.
3. In 1980, the centre changed to power again and this power went to the Congress, which was started by the Janata Party in the name of rolling plan, the Congress ended it in 1980 itself.
4. A new scheme VI plan was introduced by the new government, which was kept from 1980 to 1985 but 2 years of the sixth plan started by the Janata Party government were completed, 2 years were absorbed by the Congress in an interesting way.
First it was added to the Fifth Five-Year Plan from 1978-1989, which the Janata Party government had reduced to exactly the fifth Five-Year Plan for 4 years, and now this Fifth Five-Year Plan has become 5 years again.
Secondly, from 1979 to 1980 a 1-year plan was made, which is considered an independent part of the rolling plan.
Sixth Five-Year Plan.
The scheme started with the slogan "Remove Poverty", this scheme could not become an official scheme. Foreign investment was completely rejected in this scheme. Small and small scale industries were given more importance in this scheme. Public Distribution System in this scheme was included and the Panchayati Raj system was revived and in this plan, emphasis was also laid on agriculture and rural development.
Similarly, in the Fifth Five-Year Plan, a 20-point program for the eradication of poverty has been started, but the 20-point program did not give the slogan of "Remove Poverty". Some main issues that were given special importance under this scheme were the following, the emphasis was on socioeconomic infrastructure in rural areas, the elimination of rural poverty and the removal of regional inequality through the Integrated Rural Development Program in 1979.
